The Iliac Bay (also spelled Illiac Bay, sometimes called Starfall Bay) is the large bay separating the southern coast of High Rock from the northern coast of Hammerfell. Psijic Portals contain items based on the location you find them in. Psijic Portals appear rarely, in similar places to those one might expect to find Enchanting resources – near ancient ruins, destroyed buildings, and other relics of the past. This place of interest is between Farwatch Wayshrine to the northwest, and Wyrd Tree Wayshrine to the southeast.
For the second one, you’ll have to head a bit north, toward the Beldama Wyrd Tree. The first time breach is near the end of this path, above the shore. For the sake of keeping it simple, go to southwestern Vivec City. They are found near the towers and in southwestern Vivec City. These notice boards are scattered around Vvardenfell. To start the pre-quest for PvP battleground dailies, you need to find a notice board with the quest called “For Glory”.
